Demonstration against "fast track" negotiating authority for the President in implementing the North American Free Trade Agreement (NAFTA). NAFTA, passed by Congress in 1993 -- largely by Republicans with President Bill Clinton's support -- was bitterly opposed by organized labor, which feared massive job loss through a flood of imports of goods produced under substandard conditions. The intensity of demonstrations in 1997 against the "fast track" negotiating authority, which would have permitted the President to make agreements without consulting Congress, surprised that body and resulted in the defeat of the "fast track" legislation.
